Louder Lessons in Technology TransferLouder Lessons in Technology Transfer: Lessons Learned and Case Studies

Singapore's CommitmentSingapore's Commitment to the Montreal Protocol
A short case study documenting the country's success in meeting its commitments under the Montreal Protocol. Singapore’s transitional experience was rather unique as it depended strongly on market-based and voluntary approaches rather than traditional command-and-control regulations. The Tender and Quota Allocation System, in particular, stands out as an effective way of using market mechanisms to regulate the consumption of ODS in the industries. Together with other measures, Singapore successfully phased out the consumption of CFCs and halons well ahead of the time frame set for developing countries. Singapore Ministry of Environment, 1999.

India's Success Story
The Montreal Protocol: India's Success Story
A booklet describing India's commitment to the Montreal Protocol and its successes in achieving ODS reductions through a combination of awareness raising, investment and non-investment projects and policy measures. As a result of this package of activities coordinated by the Ozone Cell, India has been able to fulfill its obligation of freezing ODs consumption by July 1999 as required under the Protocol. The booklet includes historical consumption and production of ODs, approved projects under the Multilateral Fund, summaries of ODs projects and progress in various sectors and overviews of regulatory/policy measures. RMP GuidelinesGuidelines for Development of Refrigerant Management Plans (English)
RMPs are comprehensive phase-out plans and strategies for the refrigeration and air-conditioning sectors that are prepared and implemented at the national level. RMPs are particularly well-suited for Low-Volume ODS-consuming countries (LVCs). These guidelines were approved by the 23rd Executive Committee and amended by the 31st Executive Committee meeting. ODS RegulationsUpdate of Regulations to Control ODS
A reference document designed for use by ODS officers and legal officers in Article 5 countries responsible for structuring and drafting of regulations to control and eliminate the use of ODS. It provides a brief overview of the structure and strategies in existing ODS regulations in 58 developing and developed countries, encompassing all governmental directives of a legally-binding nature. Also contains information about governmental guidelines, voluntary agreements and cooperation with industry, cooperation with industry associations, economic disincentives and labeling schemes.
